Summary 0000015: Provide a native launcher for Windows
Description On Windows platforms, the emulator is currently started via a batch command file (ParaJVE.bat). It would be much more conveniant to have a native executable to launch the emulator.

After having tried several solutions, i have decided to go for a native launcher generated with the Launch4J utility.

This is because of several pros :
- This product seems to be actively developed
- The generated executable can embed a splash screen, that gets displayed even before the java virtual machine is loaded.
- The launcher's size is very small (<100kb, with a small splash screen image included)
- This tool can also generate native launchers for Linux

So far I've only tested the Windows version, and I am quite pleased with it. I'll try to also provide a native launcher for the Linux distro.

The windows package now includes two launchers that have been tested on various versions of Windows (one launcher runs in console mode, the other one in windows mode with a splash screen).

No native launchers will be provided for the other OS.
